John Garcia, Secretary of the New Mexico General Services Department, has announced his departure from state government, marking the end of a significant career dedicated to public service. The announcement, made by the Office of Governor Michelle Lujan Grisham on Wednesday, confirmed that Garcia’s resignation would be effective February 3, 2023.
Governor Lujan Grisham expressed her gratitude for Garcia’s contributions, stating, “John has been a wonderful addition to the state leadership team, leading the General Services Department – the backbone of state government. I am very grateful to him for his many years of service to the state, both in my administration and previous ones, and I wish him all the best moving forward.” Her words highlight the respect and value Garcia held within the state administration.
In his statement, John Garcia cited personal reasons for his resignation from his role as Cabinet Secretary of the General Services Department. “With regrets, for personal reasons I have decided to resign my position as Cabinet Secretary of the General Services Department,” Garcia stated. He reflected positively on his tenure, adding, “I enjoyed my time working in this diverse yet very important agency. I am proud of working on the first child care center in a state facility to help state employees along with other capital projects. It was a pleasure working hand in hand with great employees that really care about serving all state agencies.” His remarks underscore his commitment to public service and his achievements during his time in office.
John Garcia’s career in public service is extensive and varied. He assumed the role of secretary of the General Services Department in late 2021, a period marked by the successful passage and implementation of the expanded Buy New Mexico initiative, aimed at bolstering local businesses and the state economy. Prior to this, Garcia served under Governor Gary Johnson in several prominent roles, including tourism secretary and subsequently economic development secretary. His leadership under Johnson also extended to positions within the Department of Cultural Affairs, the Border Authority, and the State Fair, showcasing his broad expertise across different sectors. Before rejoining state government with the Lujan Grisham administration, John Garcia held the position of executive vice president at the Home Builders Association of Central New Mexico. Earlier in his career, he directed economic development efforts for both the city of Albuquerque and the University of New Mexico, demonstrating his long-standing dedication to the economic growth and prosperity of the region.
Looking ahead, Anna Silva, the current Facilities Management Division Director for the Department, has been appointed to serve as acting secretary while the search for a permanent replacement is conducted. Silva, a long-term employee of the General Services Department since 2013, brings a wealth of experience from her time in the State Purchasing Division and holds a bachelor’s degree in business administration from the University of New Mexico, ensuring a smooth transition in leadership.
