Caneel Bay, St. John: Phased Reopening Updates and Environmental Remediation

The National Park Service (NPS) is actively engaged in a comprehensive assessment of Caneel Bay to pave the way for a phased reopening. This process involves a thorough evaluation of all structures, infrastructure, and natural resources to formulate a robust recovery and remediation plan. The data gathered from this assessment will be crucial in shaping the phased reopening strategy for the Caneel Bay area within Virgin Islands National Park.

Currently, a significant focus is on addressing the environmental contamination at Caneel Bay, as highlighted in the EE/CA Addendum. Substantial progress has been made with the removal of Area 1, which involved clearing 317 cubic yards of loose asbestos-containing debris scattered across the resort boundary in May 2024. Efforts to address Area 2, concerning the removal of contaminants in the maintenance and landscaping area, are also underway. The bidding process for this contract concluded on July 15, 2024. However, remediation efforts for Area 3, focused on the removal of unauthorized landfill contents, are temporarily on hold pending a reassessment of the allocated funding for the overall project.

Beyond these identified areas, further investigation has revealed specific needs for remediation. Extensive work is anticipated to mitigate asbestos used in building construction, which was exposed due to hurricane damage. Additionally, environmental concerns have been identified across more than eight acres of land within Caneel Bay. These concerns stem from the historical operation of a wastewater treatment plant and the past use of chemicals and pesticides. The NPS is currently investigating this potential environmental contamination under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), demonstrating a commitment to thorough environmental stewardship.

The NPS is committed to a phased reopening of Caneel Bay areas to the public as soon as they are deemed safe. While a complete reopening and the full implementation of actions approved in the Finding of No Significant Impact (FONSI) for the Virgin Islands National Park Caneel Bay Area Redevelopment and Management Environmental Assessment will require time, the NPS is prioritizing providing limited beach access to the public as soon as conditions permit. As progress continues and safety is ensured, more amenities and facilities will gradually become operational.
