Advancing his military education, Captain Kelly attended the U.S. Army’s Infantry Officer Advanced Course at Fort Benning, Georgia in 1980. Following this, he was assigned to Headquarters Marine Corps in Washington, D.C., from 1981 to 1984, working as an assignment monitor, shaping the careers of other Marines. Returning to the 2nd Marine Division in 1984, Captain Kelly once again commanded rifle and weapons companies, further honing his leadership skills in operational roles. His promotion to Major in 1987 led to his role as a battalion operations officer, demonstrating his growing expertise in planning and executing military operations.
Major Kelly’s commitment to developing future leaders was evident in his assignment to the Basic School in Quantico, Virginia, starting in 1987. He initially headed the Offensive Tactics Section within the Tactics Group and subsequently became the Director of the Infantry Officer Course. After three years of instructing and mentoring young officers, he attended the Marine Corps Command and Staff College and the School for Advanced Warfare, both in Quantico, further enhancing his strategic and tactical acumen. Upon completion and selection for Lieutenant Colonel, he assumed command of the 1st Light Armored Reconnaissance Battalion, 1st Marine Division, at Camp Pendleton, California in 1992. In 1999, Colonel Kelly transitioned to joint duty, serving as the Special Assistant to the Supreme Allied Commander, Europe, in Mons, Belgium, gaining valuable experience in international military operations and alliances. Returning to Camp Lejeune in 2001 for his third tour, he served as the Assistant Chief of Staff G-3 for the 2nd Marine Division, focusing on operations and planning at a divisional level. Selected for Brigadier General in 2002, Kelly served with the 1st Marine Division as Assistant Division Commander, with a significant portion of this assignment spent deployed in Iraq, marking his direct involvement in major combat operations. He then served as the Legislative Assistant to the Commandant at Headquarters Marine Corps from 2004 to 2007. Promoted to Major General, he took command of I Marine Expeditionary Force (Forward) at Camp Pendleton. Before assuming command of United States Southern Command, Lieutenant General Kelly led Marine Forces Reserve and Marine Forces North from October 2009 to March 2011 and served as the Senior Military Assistant to the Secretary of Defense from March 2011 to October 2012.
